Community Meeting

Please join AES for a Community Meeting regarding the Ellenburg Wind Repowering Project, the Ellenburg Wind Repowering Project (the Project) is an up to 91 MW facility that will be located in the Town of Ellenburg, Clinton County, New York.

At the Community Meeting, informational display boards will be set up around the room and project representatives, including the Development and Permitting teams, will be available to provide information and answer questions about the Project and the Article VIII (formerly Section 94-c) permitting process. AES will provide information on the future application, the process for the Siting Permit, and the availability of local agency account funding to community groups, including how and when to access available funding. All community members and other stakeholders are invited to drop in between 4:00-6:00 PM. There will not be a formal presentation, but local participation is encouraged.

Update regarding the repowering efforts at the Ellenburg wind project

Since AES took over operations in 2021, we have been committed to ensuring the sustained operation of our North Country wind projects. We understand the importance of these projects to the local communities and AES is committed to maximizing the project’s benefits while respecting the region's character.

The Ellenburg wind project has been an economic driver in the North Country for the past 15 years, providing significant benefits such as job creation, municipal payments, and support for local property owners and businesses. As part of our commitment to the region, AES plans to extend the life of the project for up to an additional 30 years, ensuring continued local benefits for generations to come. As a trusted partner, AES has the expertise and experience to execute a thoughtful and responsible repowering process.

AES’ environmental and engineering experts have determined that a full repowering is the best way to ensure the Ellenburg wind project’s continued operation.   This process will require the removal of the existing turbines and the installation of new, state-of-the-art technology. Over the next year, AES will continue to finalize designs and conduct necessary field studies. At this time, we anticipate the repowered Ellenburg wind project will likely be comprised of 19 to 25 turbines.

With these updates, we want to assure you that AES remains committed to:

  • Continued close collaboration with the Ellenburg community, County leadership and area stakeholders throughout the repowering process
  • Critical revenue streams from agreements like taxes, new PILOTs, and HCA agreements, providing continued revenue to the community
  • Thoughtfully and responsibly designed repowered projects that fit into and complement the community landscape,
  • Continued employment for on-site operations staff, as well as future employment opportunities during construction of the repower.

We believe that a full repower will have long term benefits for the town of Ellenburg. maximizing its potential to deliver clean energy and economic benefits to the North Country. Thank you for your continued support and partnership as we work towards a sustainable future together.

The New York State Energy Research and Development Authority (NYSERDA) has awarded AES ten wind and solar projects across New York state totaling 1.2 GW of renewable energy generation under a large-scale renewables Request for Proposals (RFP). AES is thrilled to announce that Ellenburg Wind received an award.

September 27, 2023

The Office of Renewable Energy Siting [ORES] issued the jurisdictional determination that all six Valcour projects, including Ellenburg Wind, must receive a siting permit pursuant to Executive Law 94-c. Click here for the full Declaratory Ruling. 

Repowering Update: AES purchased the Valcour Portfolio of wind projects, including Ellenburg Wind, intending to repower them. Originally, AES planned to replace essential components to extend the life of the existing towers - extending the benefits for landowners, the towns, and school districts for up to 30 years following the repower. However, comprehensive engineering and environmental assessments revealed that the wind parks and their beneficiaries will benefit from a more substantial repowering effort than initially anticipated. AES will continue to post information about the repower on this project webpage.

Ellenburg Wind Sunset

Ellenburg Wind, located in the Town of Ellenburg in Clinton County, New York, is an existing 81 MW wind park planned to be repowered by AES. This project reduces carbon dioxide emissions by an estimated 111,474 metric tons each year, producing enough electricity to power approximately 20,200 homes annually.
 

Operational since 2008, Ellenburg Wind is a project to which AES is excited to bring new life. The repowering of the wind park will incorporate significant component and control systems replacement with design improvements, resulting in greater energy production and improved energy reliability and availability. Repowering will ensure continued, significant economic benefits to the local community via HCA (Host Community Agreements) and PILOT (Payments in Lieu of Taxes) agreements.

Making a difference in Clinton County: AES' Social Impact Program


Since 2022, AES has collaborated with stakeholders in Clinton County through our dedicated Social Impact Program. With contributions exceeding $120,000.00, we focus on increasing access to safe, efficient, and affordable energy and basic services, fostering inclusive economic growth and education, enhancing community resilience, and promoting environmental sustainability.
 

Partnering for Community Resilience

The Ellenburg Center Fire Department

  • Supported vital capital improvements and renovations. These enhancements aim to create a designated room for EMS service usage, ensuring that community health and safety services are robust and resilient, ready to respond effectively to emergencies.
     

Partnering for Access to Basic Services

Altona Fire Department

  • We provided funding for the acquisition of a new fire truck. This new addition to the department’s fleet ensures that the community has access to reliable and efficient emergency response services, enhancing overall safety and resilience.

Churubusco Fire Department

  • A grant was allocated for the purchase of two new self-contained breathing apparatuses, complete with thermal imaging facepieces and spare bottles. This advanced equipment is critical for the safety and effectiveness of the firefighters, allowing them to operate more efficiently and safely in emergency situations.
     

Partnering for Inclusive Economic Growth and Education

North Adirondacks CSD

  • AES donated to the NACSD to implement branding on their school campus. This initiative aims to increase school visibility and pride, fostering a sense of community and enhancing the educational environment.
     

These initiatives in Clinton County are part of AES’ broader mission to create positive social impact through strategic partnerships and investments.
